Joe is a minor character from the comic Paint It Black. He is a friend of Ike Isaacs, and allows Ike to live with him until he gets back on his feet; however, Ike doesn't make an effort to earn money or get a job, rather continuing to parasitically live off of Joe. Eventually, Joe confronts him about this and yells at him to move out, leading Ike to travel to Silent Hill.
