Throughout its history, many installments have changed throughout development with ideas, concepts, and designs being scrapped for varying reasons. It was originally set for inclusion in Silent Hill: Origins, but the Miners were absent from the game by the time Climax Studios' UK division took over.[7][2] The creatures were later included in their pitch for a PlayStation 3 sequel, which was turned down by Konami. It evolved into an original horror game titled Broken Covenant, which was never produced.[8]

Because Masahiro Ito designed Pyramid Head exclusively for James Sunderland's character arc,[10] he got tired of seeing him used in post-Silent Hill 2 media.[11] He also believed that executives would not be willing to greenlight a new game without the creature's inclusion. When a Silent Hill sequel went into development in 2013, Ito intended to create a reimagined Pyramid Head that players would accept so that he could kill him off in the opening scene.[12][13] The game was cancelled, but Ito stated in 2017 that he would only be willing to join a new Silent Hill game if Pyramid Head is not involved or can be killed early in the story.[14]
