The Memorandum is a prison memo in Silent Hill: Downpour, found on the door just before entering the garage of the Centennial Building. This memo has to be picked up by the player in order to advance, making it the second non-optional journal entry in the game (the first being the train accident article). This memo is referring to the approved parole status of Murphy Pendleton; however, it never became effective because of the death of Frank Coleridge for which he was initially blamed.
A flashback of Murphy and George Sewell conversing about his potential release will transpire when the protagonist walks over to the door, and in order to actually read the memo, the player must find it in Murphy's journal after the cutscene has ended.

This letter is to inform you that parole has been approved for Prisoner Murphy Pendleton (273A), affective June 26. Mr. Pendleton has met all qualifications for early release and by all accounts is a model prisoner. We feel he is prepared to make the successful transition from prisoner to citizen. Further, due to the non-violent nature of his conviction, it is our opinion he poses no physical threat/danger to the general public.
