It plays at the Riverside Motel, after the cutscene where Travis Grady encounters Michael Kaufmann and Lisa Garland. The song's title and role in the game are likely related to the 1972 song "Snowblind" by the heavy metal band Black Sabbath, which is about cocaine addiction. In the room where Michael and Lisa had occupied, a white, powdery drug (speculated to be PTV) is present, and as revealed in Silent Hill, Lisa was addicted to the drug.
