The Soul-Eye fragment is an item required to complete the "Shadow Play" sidequest in Silent Hill: Downpour. It is located in the same building on Brite Street that acts as the center of the sidequest, and can be found on a chair in a corner of the loft, making it the first piece found in terms of proximity.
