The Felon is a grave epitaph which can found in the labyrinth cemetery in Silent Hill 2.
It's unclear who this could be referring to. Some speculate that it could be James Sunderland, as he was in the past a big drinker, but because of the presence of James's grave in the vicinity, some believe it may instead be for Thomas Orosco, the father of Angela. A newspaper found in the same area mentions that Thomas had a history of drunkenness, and that same newspaper also highlights he was murdered, or, as the epitaph states, "executed".

- Also in the cemetery, two other graves (aside from Angela's, James's, and Eddie's) are legible. One reads "Miriam K. — 'Traitor'", and another says "Walter Sullivan".
